Pencil tool "Continual" Stoke issue

I've been having this issue where my pencil strokes continues even when my pen isn't making contact with my Wacom Cintiq screen. I have to pull my pen AWAY from the surface before the line stops.

Occurrences: It come up especially when I'm fulling in circles (cartoon eyes) by using the pencil.

This is issue is a darn mystery because it's origins can either be the pen, Cintiq or the application it's self.
