Place ClickTag Behind Interactive Button

I'm creating an interactive HTML5 banner in Adobe Animate to be served on Google DCM. When I implement the clickTag in the HTML though it makes the entire banner clickable and doesn't exclude the left and right arrows that make it interactive. Any way to avoid this?
