Positioning the graph according to my desired place by action script

I was trying to put the graph from x = 0, y = 0 coordinate to my desired coordinate. I was able to put the background of the graph in the center but was not able to move the labels of x and y coordinates from their place. Kindly help me how can I achieve this. The files are attached herewith.  Thank you.
