Previewing an HTML5 ad across multiple devices

Question

I've made an animated ad in Adobe Animate, and I'm trying to publish and pass it between devices to see it rendered on mobile and desktop. I want to troubleshoot and mimic what it'd be like to send previews to a client so they can view the ads in their browsers and on their phones—does anyone know if an html5 animation is able to be viewed without having to upload it to a server or ftp?
I have the .js, .index.html and images folder all zipped, and when I unzip it and open the index.html between 2 computers I'm able to see the animation. But when I try to test the same thing on my phone, index.html is rendering as a blank page on 2 different browsers.
Any ideas or insight would be really appreciated. Thank you!

There's a service that does comes with a fee called Tiiny Host that makes it very easy to upload content for testing. You zip the content, give the site a name, and it uploads.

Once it's uploaded, then there's another service that you can pay for called BrowserStack (there are others that offer a similar service) where you can select various devices and browsers in order to test your content on them.
