Problem Using Grouping Tool

Hello, I am new to Adobe Animate and am trying to teach myself using the Adobe Animate 2023 Classroom in a Book book. I am on the second chapter. When I try to use the group tool I noticed I was able to move one eye of this creature here but when I move the second to the left side of the face it creates a bulge in the eyebrow. 

Can anyone tell me why this is and what I am doing wrong?
