problem while using bone tool ?

how to merge lip (lip which is created as a symbol for lip sync ) with head while using bone tool?. After Connecting lip to the bone linkages using bone tool. Lip is not moving along with the character. How to merge lip with character head permanently by using bone tool. Can anyone help me to get rid of this problem?
