problem with bones when moving characters

Good day. I have a problem ...
I created an animation of the bones, perfectly connected the characters (hand to body, legs to body, etc.). But when I start moving any graphic symbol using the movement tool (not a bone movement, but a regular one), which will be presented below, all the other graphic symbols that are connected to each other start to move and move on their own without my intervention. In other words, the more I adjust the characters by moving, the more all the other graphic symbols start to crash and get out of their position.

 

Subsequently, after their manual repositioning to the normal position, everything begins to move again relative to the past problem. And then it all turns into an inability to properly animate the bones and have to do it all over again ((.
How to solve this problem? Tell me, please.

    I'll be honest, the Bone tool can and often will, show its flaws like this - I've never been able to rely on it. I strongly recommend the Flash Power Tools extension mentioned by Nick below or consider Layer Parenting.

    Seems you're using on older version of Animate. 2018 perhaps?

    Try with the latest version. Do you experience the same problem with the current 2021 release?

    i use 2017. Is it necessary to use 2021 to solve my problem? Is this just a problem in the version?
