Problems with audio sync after exporting

I urgently need someone's help with this. My project consists of many animated symbols. When I play the animation within Animate, the lip sync is fine. After exporting using the H.264 and Default AME setting, some of lip sync is off, but not throughout, only on some sections. 

 

In those sections, I reimported the audio (.wav) and recreated the lip sync frames. Nothing seems to work.

    if your sound is attached to a timeline that you want to sync, in the properties panel assign its sync property to stream, not event (or anything else).

    That's the first thing I checked. Everything is set to stream.
