Problems with sound files that play in the wrong scene

Hello, I use Animate since flash launched many years ago. 

My problem is that when I place a voice mp3 or wav file in the last scene it start playing at the second or third scene, instead of the 14th scene. I place them in the second frame and select Stream. The files are either 44 or 22 rate. 

I am working in action script document, its an animation with no code. Hope you can help me, have spent many hours and nothing works. I've tried to delete all sound files of all scenes then I add the voice file and works but when I add music to any of the scene the problem starts again.
