Proxy settings prevent download?

I'm having trouble downloading the current version of Adobe Animate and I've noticed through looking in the DLM during my attempts to download it from the Creative Cloud that it continuously "Failed to get the user proxy settings." What do I change about my proxy settings to prevent this from happening, will changing it enable Animate to download, and why isn't this an issue when I download Premiere and Illustrator? They download just fine for me, but Animate doesn't.

I repeat: This issue is uniquely a problem on my laptop for downloading Adobe Animate.

please try to refrain from double posting about the single issue.

You may need to run the Adobe installer cleaner to get rid of residue file(s) that are hangin the download process up.
