Published .IPA file does not include all icons

Hello! I have been struggling with getting my app to the Apple App store for a few months now. I have gone through various versions of Animate, AIR SDK, Xcode, and OSX and am still having issues with icons. I am running the latest version of all of these now.

I originally assumed the issue was with Apple, but have verified that although my icons are attached correctly in the Icons tab and are referenced correctly in the XML file, they are not actually present in the Payload when I unpackage the published IPA. I used the online tool here http://www.applicationloader.net/appuploader/onlinetools.php to create my Assets.car file.

I additionally tried adding all of the icons manually under Included Files, but then Animate says they're missing. I have the icon files and the Assets.car in the top-level folder. Originally I had them inside the folder the online tool creates, but apple rejected my file, saying that the Assets.car file needs to be in the top level. 

Has anyone else had this issue and been able to upload to Apple recently? This app is now 9 years old and I've never had issues with it before. Thanks so much for any help!

ERROR ITMS-90023: "Missing required icon file. The bundle does not contain an app icon for iPad of exactly '167x167' pixels, in .png format for iOS versions supporting iPad Pro. To support older operating systems, the icon may be required in the bundle outside of an asset catalog. Make sure the Info.plist file includes appropriate entries referencing the file.
