Publishing Templates in New 2020 Publishing Settings

Hi! I am looking for directions on how to upload an HTML publishing template in the new software. I use to use them all the time before the publishing settings were changed. The "Import New" button fell below the "Advanced" tab in publishing settings (I attached a picture) but now I can't find an area to upload the HTML file. Thanks in advance for your help!
