Raw video to animation?

Is there an Adobe product (or any other company's for said matter) where you can take a raw video (real life people or events); and then convert it to an animated version?

    there are plugins for after effects and premiere pro.  eg, Video to Cartoon - AKVIS Sketch Plugin for After Effects & Premiere Pro

     

    you can also use rotoscoping with animate, after effects and premiere.

    Thank you. Per the link it says, "AKVIS Sketch Video is available in versions for Windows and Mac. The plugin is compatible with the leading video editing software: Adobe After Effects and Adobe Premiere Pro. It can also be used with Adobe Premiere Elements and EDIUS Pro video editors." This doesn't mention Adobe Animate; so the presumption can be the AKVIS plug-in isn't compatible with Animate. If so, then I'm wondering which Adobe program I'll need going forward.

    rotoscoping:  any of the 3

     

    to use that plug-in:  ae or premiere pro.

     

    and there are probably other options.
