Really there's no way for connecting rtmfp using 3g or lte?

Hi.I developed a cirrus jump game which is called Traveling Jump Jump online which is allowed 5 members (my relatives)

It works fine in wifi,but not in 3g or lte

My galaxy s4 wifi panel has broken.So what is the way of connecting rtmfp in 3g or lte?

P.S: I already known about cc.rtmfp.net,but don't know how to do.
