Reference video doesn't move in adobe animate

I'm trying to create an animation that is supposed to go on top of a video I've filmed. The problem is when I import the video into adobe animate, it doesn't move. It's stuck on the first frame. Only when you go into "test" will it actually move, but that makes the process of animation so much more difficult.
