Ripple Effect

I assume this is accomplished with AfterEffects and some type of water or ripple filter. Anyone with any ideas please drop a line. I would love to know how this was done. More importantly I would like to know how to pull it off. The link is below.

Example.26: Logo which Appears in a Ripple

Take note tho, his tutorials are rather general so you will need some fundamental
knowledge in AE to figure out all the small things he skips. It's more for people
who knows the tool and just need guidelines how to utilize the skills they have.
Saying that so you don't get disappointed that after multiple times you can't
get it to work :)
