Scrollable Option not available for Dynamic Text

Creating an HTML 5 banner ad. I created a text box, filled it with my content, and changed it from 'Static' to 'Dynamic'. For some reason the 'scrollable' option isn't highlighting. Am I missing a step to activate this functionality?

    it's not a canvas option.  you'll need to code that yourself.
