everything works fine! but is there a way to make it not touch the black lines?

There is a way; make a duplicate layer and set the blend mode to overlay, apply both the drop shadow filter and the overlay on the duplicate layer only. Here's a demonstration using Animate, try to recreate it in Flash 8: https://www.youtube.com/watch?v=0o7lGqqANM8

To be fair these effects are more suitable to After Effects and I'm sure this is how they did it in The Amazing World of Gumball as well.

    Hi.

Do you mean the closed eyes?

Those seem to be black strokes to me.

Do you mind elaborating a little bit more?

    Regards,

Put your character into a movie-clip symbol > Make a Drop Shadow filter > Choose a lighter color like yellow or white > Check inner shadow > Adjust blur, strength, distance, angle to your needs.

It's gonna be a little bit harder on Macromedia Flash 8, since on that version, filters could only be used with movie-clips.
