Simple (i imagine) keyframe question

I'm having a problem with key frames--see the attached image.

If you look at the screenshot here, you'll see layers "home" and "bio" have their own keyframes that are designated to their respective frames, 1 & 2, only. However, the next two keyframes extend all the way to frame 30, where I have created my contact layer.

This means that the invisible buttons I have in the "home/port" and "h/p/dsn" layers are found under the image shown in frame 30, giving THAT layer functionality that i don't want it to have.

how do i sort of segregate each layer to it's own frame, not multiple frames?

each layer already has a stop action added to it--so it doesn't appear that that would be the cause.

If I understand the situation, try putting a blank keyframe where you want things to stop.  If I don't, then I missed it.

You can also remove frames (select the frames, right click, remove frames)

Well, that fixed it. But is there a way to prevent this from happening? It isn't too much of a hassle to remove the frames, as i see i can do now, but over the long haul it would save me time if i didn't have to go in and do this every time.

Or maybe if i ask a different way--

If i make a keyframe at frame 1, and in layer 2, at frame 30--how come some of my layers decided to stay within one frame, but others decided to take up multiple frames?
