Static background doesn't create new layer

Always have one of those simple questions starting out! When I drag and drop a static background, it replaces Layer_1 rather than adding a new asset layer. What is going on?

you don't replace anything when adding an asset to a layer.  the layer (and its previous contents, if any) will remain.

 

if you want to add an asset to a new layer, create the new layer, then add the asset to it.

 

p.s. you may mistakenly believe you're replacing something because it's covered by a larger opaque object.

 

p.p.s. among the ways to handle your error is to select the frame (and thereby all objects in that layer), right click over the stage and click distribute to layers.

Make a new layer. And drag and drop your object in.
