stop action not working

Hi. I need your help for my school project.

For my research project, I am using this task called the peg-turning task, in which users are instructed to click on the highlighted peg, which causes the peg to rotate. Thankfully, the study I refer to provided the fla file that contains the task, but when I test this on Adobe Animate, it just loops. Although the file contains several scenes, the only one I need desperately is the "cog" scene.
