Stop action not working in cs5 as3?

Ok, I have a movie clip w/ another mc w/ embedded video on timeline.  I have a stop action on a layer at the end on a frame.  I publish w/ as2 and the movie stops; I publish w/ as3 and the movie will not stop?

Can anyone help w/ this?
