Super new to Animate and could use some pointers

Hello. My prior experience has been using Toon Boom and it was super simple to understand the process. I put down the pencil/pen/stylus for a few years and I want to clean up an older project. A short story made into an animatic with audio (music and VO) plus the character concepts and designs are all currently in the form of a video file. 

 

There is likely single frames on some hard drive OR they could be extracted using Premier. Point is - I want to Trace my character into Animate. Then I can worry about doing frame by frame or building a Rig depending how much that would require. In toon boom there were ghost images to show the frames ahead and behind so the animation curves could be fluid when assembled. 

 

I opened up Animate and have no idea where to start. Can I import the video file and trace on a layer above? Can I use the ipad and apple pencil to draw with this? Am I limited to Vector or are there some bitmap options?
