Kann ich mit Adobe AnimateCC in 2021 weiterhin Veröffentlichung als SWF Datei erstellen? Wenn ich Adobe AnimateCC habe, habe ich dann auch automatisch immer einen funtkionierenden SWF Player?

yes and yes, you can test your swf within animate (test>test movie).
if you want a free standing install of the flash player, you have about 1 more month before it becomes unavailable, Adobe Flash Player Download
p.s. be sure to untick the tag-along-ware unless you're really certain you want to deal with it.
