Symbol shifts when parenting

Hi.  I’m trying to link my symbols so that they will move accordingly.  All my pivot points are in the right place, but for example, when I try to rig the foot to the lower leg, the symbol shifts and I can’t move it back into place (see images below.)  If I click on the foot layer, the symbol just turns into some thick line.  How can I fix this?
