Time needed to do a simple 15sec lipsync with the newest Adobe technology

Hi!

I am a Marketing girl thinking about establishing an animated character for my brand. In order to estimate the costs (more or less), can anybody tell me how long it takes to do a lip sync for let's say 15sec, using a character that already exists and the newest Adobe AI technology. And I really only mean lip sync for now, no eye movement or body gestures.

I understand, that once you have defined your puppet and the different mouth positions it is not that time-consuming anymore, if you have a good audio to import. Is that correct? And how much time would you need for example for a character singing or talking for 15 sec?
