timeliner needing help with actionscript

i'm on an inherited project. The developer wrote everything as actionscript in the first frame. It's a web banner that after //scene1 needs to on rollover (or after 60 seconds) begin playing //scene 2, and right now it plays automatically. I'm a total timeline guy and need help. I know it's simple but I seem to be spinning my wheels.Thanks!
