Toolbar Selection Problem

Hi! The problem that I am having is when I select Modify the window for Window opens. And when I select Text the window for Help opens.

I have tried updating, unistalling, re-installing, restarting computer, and resetting workspace. I am only using a mouse and no other window/software is having this issue. 

I am running the latest version of Adobe Animate
