Tween Inconsistant Frame Rate Issue

When I create a tween (I've tried both classic and motion) for my movie clip, as the tween plays back, the frame rate/frames per second changes (it drops) and it produces an extremely tacky and glitchy result. This issue remains even when I export the animation and I'm not sure how to fix it.

don`t bother with Adobes native Tween classes. They are widely considered the weakest TweenEngine available in as3:
