tweens making certain objects go crazy?

Hello, a few months ago i finished my first flash video with adobe animate cc, it seemed like i had gotten the hang of it but now that I am working on my 2nd flash everything seems to be going crazy! When i try to make a simple tween for certain objects they just go crazy instead of moving like they did for my first film. Its hard to describe how in words so i'm attatching a few screen caps to demonstrate. The neck of one of my characters should tilt and move sideways a bit but instead its shrinking then moving straight down before it randomly pops into the correct position of keyframe 2. This seems to be happening with a lot of my tweens in this film and i don't know why. Please help, I'm pulling my hair out trying to figure out why the operating rules seem to have messed up.

Tweens must begin and end with instances of the same object. Both instances must have the same transformation point set. If you're getting jumpy tweens, you've failed in one or more of these requirements.

Hi mate,

As Clay has said, you are obviously breaking the rule of one symbol instance per layer to tween and some others possibly.
