URGENT: Pen Tool Jutting

I'm on a Surface and dealing with a debilitating bug wherein my strokes jump upwards upon pressing down and remain offset for the duration of the stroke.

Figure A: I press down where the cursor is, the stroke jumps upwards as I draw a circle offset miles beneath.

This happens exclusively with Animate and does not effect the shape tools; the pencil, brush, etc. are utterly ineffective. I have never had this issue in prior versions with this very same pen and tablet.

Addendum: There is a post with a similar issue which was solved with updating Animate and calibrating the stylus. Animate is up to date and calibration did not seem to help.
