What Software is best for this project?

I want to turn documentary footage of people talking, into animation... cartoon animals, I had been envisioning...but even if they just looked like cartoon people.. that could work, so long as they aren’t recognizable replicas of the real people. (Footage isn't shot yet. End products very short, few minutes.)
