When I click a layer its because I want to select all the frames on that layer

In Animate 20.5.1 When I slelect a layer all of the frames on that layer are automatically hightlighted

When I try to move all of the highlited frames the become unhighlighted as soon as i click on them. This is rediculous. This is how i select all the frames on a layer since i cannot at any time see all the frames if they are beyond the timeline all the way zoomed out.
