When I export My animation certain drawings are not there in the video

I have exported my animation many times and every time I do the same 2 things keep on occuring:

1. One of the arms is invisble

2. The other arm is over top of the hand even though the arm layer is below the hand.

I've copy and pasted them to different layers and it still doesnt work. This is getting ridiculous and needs to be fixed,
