white frame at the beginning

Why is there always a white frame at the beginning (half a second) when importing video into a scene in the preview and after compilation? versions 20, 22. computer with clean Windows and updated drivers... Before and after conversion to M.E. everything is fine.

it's not just video.  any sizeable project will show that.
