Why are template Mouth Rigs not matched to the 12 visemes in Animate

The Auto Lip Sync feature in Adobe Animate provide 12 viseme to match your mouth shapes to.

Most mouth rig templates do not match these 12, instead they look like the two I have attached (1. Shutterstock, 2, Boy Mouth).

Can anyone tell me why this is?

There is no exact science when it comes to lip-sync, people have different approaches and so does the software. For example, this is how visemes look in toonboom: 

Opentoonz (with Rhubarb):

Moho

 As you can see, they're all different.

 

If you're importing a template, it's ok if the mouths don't match 100%; allocate the ones that most resemble the viseme and repeat them if necessary.
