Will Animate fit the bill?

Or, to put it another way - is this possible? My experience with adobe products tells me if animate can’t do it, probably nothing can.

I’m looking to create an animation using a combination of flip book and puppet methods, using hand-drawn raster assets, to be back-projected behind an opera.

The idea is to have an animation that can get held in loops before each transition (so that with a hit of, the space bar, say, it can change in time to the music).

Ideally I also want to embed speed-drawing videos for the setting of each scene, to become a static backdrop at the end that further animations can be placed on top of (the video of the drawing of a beach scene, for instance, can have a few clouds scudding by, or gently lapping waves once it finishes). The movement of a cloud left to right would be on a set path (so I don’t have to spend ages moving each frame ever so slighty right), with the changing shape of it as it is affected by the wind being hand-animated in flip book fashion. I currently have a few animations where the cloud reshapes but remains fixed in the centre of the canvas - would I be able to import these and, as they run, order the asset to move across the canvas?

i’m not looking for tutorials, just to know if this is possible. Any help greatly appreciated.
