Working with a FLV in Flash?

Is there a way to do anything with a .flv while it is in Flash? I
encoded a video as a .FLV and when I view it in Flash it only shows up
as one frame on the main timeline. Can you view the video while it is in
Flash? Can you add layers above it with animated items or text?
