Cannot Add Marker Areas to CD Layout with Right Click

Steps to reproduce:
    1. Edit an audio file and set CD Range Markers

2. Create a new CD layout

3. Right Click a range marker in the Markers panel

4. click "Insert into CD Layout"

5. Choose the newly created CD layout file

6. Repeat for all range markers

7. Open the window for the CD layout

Result: ...Nothing is in the CD layout
Expected: ...The ranges to be set as CD tracks

I've noticed this in previous Audition versions.

System info
    Application: Audition (Beta) v22.2.0.52
OS: Windows v10.0.22000, RAM: 63.80 GB GB, CPUs (logical): 16

At the RHS of the Marker box is an option to show the markers for all open files, even if they don't belong to your CD layout yet. If you do this, then you can drag and drop the selected ranges directly to the layout from there (as it says to do), and it works fine. I grant you that it's not entirely intuitive, but I think that's the way it is intended to work.
