Adobe has published an official recommended sequence. Go to the link below and scroll down to the heading “Order of Develop operations.” Although the page is about Adobe Lightroom Classic, there is a note on the page saying “The order of operation also applies to Lightroom Desktop and Adobe Camera Raw” because they all use the same raw processing engine.

What about sharpening? The sharpening controls are based on the three-stage sharpening workflow recommended by the late Bruce Fraser: Capture sharpening, creative sharpening, and output-specific sharpening. In Camera Raw/Lightroom:
- Capture sharpening is done with the Detail panel, so that would be done at the step where Adobe recommends applying global adjustments.
- Creative sharpening is done with masks, so that would be done at the step where Adobe recommends applying masked adjustments.
- Output-specific sharpening is done in the Save Options dialog box in Camera Raw, or is not done in Camera Raw if you plan to send the image to another application such as Photoshop where you continue to edit and apply output-specific edits and sharpening to the image there.
