Adobe Camera Raw 12.3 - Reset to Open

I open a raw image and make some Basic Adjusments and I crop. I click Reset to Open and the Basic Adjustments are reset but not the crop. Why is that?

What are the steps to repro? Doesn't resetting apply to the current session? (e.g., If you click Done, then open the image once more and try to reset, nothing will happen unless you make new changes during that separate session.)

Steps to reproduce

 

1 - Open raw image (first time hence no sidecar file)

2 - Perform Basic Adjustments

3 - Crop

4 - Click Reset to Open

 

Basic Adjustments are reset but the crop in not reset

Why is the crop not reset?
