Adobe DNG Converter 10.4 Crashes High Sierra 10.13.4 Finder & Does Not Launch

I downloaded Adobe DNG Converter 10.4. Upon double clicking the app's icon to open it all the open Finder windows disappear and then reappear. The app does not launch. Running 10.13.4
