Adobe Photoshop Raw Adj. Brush Problem

I am having a problem with my adj. brush in photoshop raw.  I am able to brush over a image and get a white line, but I can't get any of the sliders to work to make adjustments. All the other tools work fine.

Density and flow are all the way up

I have CC2015.5 and just upgraded to CC2017 and still have the problem.

Does anyone know the problem?
