Brush size for Spot Removal changes size every time I remove a spot

When using the Brush Removal tool in 13.1 the brush size changes incrementally whenever I remove a spot. This might have started happening after several crashes (both Bridge and the Raw Editor crashed). I restarted my Mac, reinstalled the plugin, reinstalled both Photoshop and Bridge, deleted preferences, emptied cache, all to no avail. 

The raw editor plugin in Photoshop Filters does not have this issue, so this only applies to opening and editing raw images in the Raw Editor.

Any help would be greatly appreciated!
