Does anyone know what or has a solution?

If there is a possibility that you might want to use the crop tool again then it would be best to open the image in Photoshop as a smart object. Then it would be possible to reopen the image in Camera Raw (the plug-in) if necessary.

Crop is not available at all in the Photoshop Camera Raw filter - I am sure that it never was.

It is only available in the Camera Raw Plugin.

What type of files are you wanting to crop?

If they are TIFF and/or JPEG you would have to enable TIFF and/or JPEG supprt in Camera Raw Preferences>File Handling.

If they are RAW files then just open them directly in Camera Raw.
