When Camera Raw 12.3 starts it always defaults to the bottom of the Camera Raw scroll bar.. Anyone know how to make it start at the top of the Scroll Bar where "Edit" is?

That was my point. The single panel mode simplifies movement considerably, in my opinion. But I don't know that there is any way to make the Basic panel the default panel. I'm probably different than many users because I found myself using the Basic panel the most anyway.

    I agree with your observations.

May I add the following which I observe in Single Panel Mode:

If I have one of the Edit sub-Panels open when I close ACR then, on the next opening, I go straight to that sub-panel.

If I have been in a different panel when I close ACR then, on the next opening, I go to the Edit Panel with all sub-panels closed.

Like you I always want to be in the Basic Panel to begin with so it's Ctrl 1 for me!

I'm using Windows 10. I have chosen the single panel mode by right clicking on one of the panel headings such as Basic or Curve and choosing that option. And Camera Raw always seems to open on whatever panel I was last using.

I think that is the correct behaviour. At least in Single Panel Mode you don't have to scroll far.

I personally find it easier to use shortcuts to navigate around rather than mouse clicks so for example "E" gets you to the edit panel, "B" to Brush Panel etc. If you hover over the icons the shortcuts are revealed for you.

Added to that you get to any of the 9 Edit panel parts using Ctlr 1, Ctrl 2, ... Ctrl 9 from anywhere within ACR so if you always want to be at the top of the Edit Panel just go for Ctrl 1.
