Does camera raw 16.0 not support Intel Graphics HD 4000? In Photoshop, an exclamation mark appears when I open camera raw and there is an instruction "camera raw requires GPU accelerator to edit photos"

A LOT of older and lower-end computers are going to be incompatible with the new ACR versions. Intel HD 4000 is fairly old and not very powerful. You'll need a newer computer with a much better graphics card.
