Camera raw

I have photoshop elements 2023 which has been great until I bought a new camera. Camera raw will only open JPEG's. If I try to open raw it says I need to install a plugin. I have tried many times even manually but nothing. Tried adding the file mentioned on here but no luck. 
another question... I was planning on upgrading to 2025 would this fix my issue?

Your Canon R5 mk2 requires camera raw 16.4 or newer:

You can upgrade to PSE 2025 which can install camera raw 17 using Help>Install Camera Raw or you can

replace the camera raw plugin in PSE 2023 by following the directions in this thread:

Another alternative is to use the free Adobe DNG Converter to convert the Canon R5 mk2 cr3 files to DNG copies which then PSE 2023 will open:
