Camera Raw Custom Profiles not Being Included when exported as profile

Profile => Adobe Color

Make adjustments, tone curve, etc, save as new profile.

This new profile works flawlessly in Lightroom classic,  Lightroom 

Profile => [Custom made from DNG profile Editor]

Make adjustments, tone curve, etc, save as new profile.

This new profile shows up in Lightroom classic, but doesn't show up in Lightroom.

I've opened up these two files, and the one that works properly [Adobe Color] seems to be around 200kb, and the other is aboug 2kb. It's clear that the latter case is missing information due to me selecting a custom profile.

Is there a way to create a profile that has tone curve (rgb) adjustments that work with your own custom profiles and not adobes?
