Camera Raw Filter dialog box does not display

I have the latest version of photoshop installed; in an attempt to fix this, I uninstalled and reinstalled. I checked my preferences. 

What I expected to happen was  I click Filter>Camera Raw Filter and a dialog box should pop up.

What is actually happening: I click Filter>Camera Raw and the cursor spins and goes away but the dialog box does not come up anywhere. However, I discovered that it acts like the dialog box is open somewhere, because  I have to click the ESC key to free my cursor.

I've spent an entire day trying every possible suggestion, and nothing has worked. It was working fine Monday.  I haven't changed anything on my computer, which is more than adequate to run this software. I've been working in PS every day for the past 9 years. A huge part of my job revolves around photographs.

Try resetting the Camera Raw preferences:
Hold down the Command key and select Photoshop > Preferences > Camera Raw (macOS) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
Click Yes in the dialog that asks "Delete the Camera Raw Preferences?"

Hi,

 

I have the exact same problem, but in After Effects. How can I reset the settings in After Effects? I don't see the option anywhere. 

 

This is so frustrating, I just wanted to make some quick edit and I got stuck of about an hour, because ACR window opens somewhere in the void...

Okay, spend 1 hour with Adobe support, the support guy connected remotely to my PC a tried to update drivers and stuff for 1 HOUR, no result. I gave it up and ended the support session, went to Adobe Bridge, clicked to ACR settings with the CTRL key, deleted the preferences and voila, IT WORKED! 

 

Thanks and I'm keeping this for others who would have the same problem as I had (Photoshop not in the Adobe plan, just AAE)
